MONAGHAN TOWNSHIP

 

Resolution No. 2013-02

 

SETTING FEES, COSTS AND LICENSES

FOR THE CALENDAR YEAR 2013

 

WHEREAS, the Board of Supervisors of Monaghan Township wishes to set rates, fees, costs, and licenses for calendar year 2013; and

 

WHEREAS, the Board of Supervisors of Monaghan Township wishes to combine all fee resolutions into one; and

 

WHEREAS, the Board of Supervisors of Monaghan Township will review these fees, costs, and licenses each year;

 

NOW, THEREFORE, BE IT RESOLVED, and it is hereby resolved that the Board of Supervisors of Monaghan Township sets the following rates and fees effective January 1, 2013.

 

Zoning Hearing Board Fees

            Variance                                              $500   plus 1/2 of Stenographer's Appearance fee

            Special Exception                                 $500   plus 1/2 of Stenographer's Appearance fee

            Appeal of Zoning Officers' decision       $500   plus 1/2 of Stenographer's Appearance fee

            Interpretation Appeal                           $500   plus 1/2 of Stenographer's Appearance fee

 

Appeals Hearing Board Fees

          UCC Appeal                                         $500

 

Board of Supervisors' Hearings

            Rezoning Request                               $350   plus 1/2 of Stenographer's appearance fee

            Conditional Use                                  $350   plus 1/2 of Stenographer's appearance fee

 

Subdivision Plan and Land Development Fees                                        

            Subdivision Plan Fee

                        (non-refundable)                     $300 plus $5/lot

            Land Development Plan Fee              

                        (non-refundable)                     $100 plus $5/ for each 5 parking spaces

            Subdivision or Land Development Plan Escrow Amount 

                                    ***                              $700 plus $50/lot or $50/5 parking spaces

 


 

             This escrow account must be replenished if balance is depleted to less than $200 if further review is necessary or further invoices or costs are anticipated). This escrow account will be used for Township Engineer and Township staff review of proposed plans, Township review of sewage planning module for proposed plans and York County Recorder of Deeds fees for recordation of approved plans.  All fees or anticipated fees must be paid in full prior to final action by the Board.  Any outstanding credit balance will be refunded after all costs and fees have been paid.

 

Steep Slope Report Review     

            Escrow amount                                    $500

 

             A Steep Slope Report submitted independent of a proposed subdivision plan or proposed land development plan shall be accompanied by the deposit of $500.00 to be held in escrow by the Township for payment of all Township costs  incurred associated with the review of the submitted Steep Slope Report by any Township staff or consultant charged with said review as well as  the recommendations and reports of these persons to the Township relative to the Report.  The escrow account shall be replenished as necessary at the direction of the Township, and all outstanding fees and directed escrow deposits shall be paid in full prior to the issuance of any permit.                 

 

Storm Water Management Fees

            First 5 acres of disturbed soil             $400                                                               

            Each acre of disturbed soil

                        in excess of 5 acres                 $50 per acre with a maximum fee of $1000

            Applicant will be responsible for any Engineering fees incurred.

Building Permits                                 

            Building Permit                                   $10.00 plus $2.00/ thousand, or portion thereof,

            Building Permit Administration Fees       $55 each

          Remittance to Commonwealth of $4 per Building Permit is included in Building Permit Administrative fee.

This escrow account will be used for Township Engineer and Township SEO review of proposed applications, permits, planning modules and for related inspections not associated with proposed Subdivision or Land Development plans.  All fees or anticipated fees must be paid in full prior to final action by the Board or issuance of any permit.  Any outstanding credit balance will be refunded after all costs and fees have been paid.
